Short answer
A DAM for pharma and life sciences must store medical, legal and regulatory (MLR) approved content with a full audit trail, market-specific claims metadata and enforced expiry dates. DAMSelection assessment: weight workflow and approvals plus security and compliance at 30 to 35 percent of the total score when the DAM holds approval evidence. Weight them lower when a separate review system holds that evidence.
Asset types in pharma and life sciences
A pharma and life sciences DAM holds promotional, scientific, patient and packaging content, and each item carries a review status, a market and an expiry date. The library differs from a consumer brand library because every promotional asset is tied to a regulatory approval in one or more markets.
Typical asset families:
- Healthcare professional (HCP) materials: detail aids, leave pieces, approved emails, congress booths and posters.
- Patient and public materials: disease awareness content, patient support programme assets and leaflets.
- Scientific content: mode of action animations, expert videos and the reference documents that support each claim.
- Product and packaging: pack shots, packaging artwork and labelling components, often managed with a packaging workflow.
- Corporate and brand assets: logos, photography, templates and investor materials.
The metadata model decides whether the DAM can control this content. DAMSelection assessment: design the metadata schema before the first demo. The minimum field set covers product, indication, market, language and audience (HCP, patient or public). Add supply classification, review job code, approval date, date of first dissemination and expiry or re-certification date. Close with linked claim IDs and the summary of product characteristics (SmPC) version the asset complies with.
Regulation that shapes the DAM
Pharma DAM requirements trace back to advertising law for medicinal products and, for US-regulated records, to electronic record rules. The DAM rarely appears in the law by name. The law sets duties that the DAM must make provable.
European Union
Fact: Titles VIII and VIIIa of Directive 2001/83/EC (Articles 86 to 100) govern advertising of medicinal products for human use. The provisions that turn into DAM requirements:
| Provision | What it requires | DAM requirement |
|---|---|---|
| Article 87(2) | All parts of advertising comply with the particulars in the SmPC | Link each asset to the SmPC version it follows |
| Article 87(3) | Advertising presents the product objectively and is not misleading | Claim IDs and reference documents linked to the asset |
| Article 88(1) | Member States prohibit advertising of certain products to the general public, including prescription-only medicines | Audience metadata and portal permissions that separate HCP and public content |
| Article 91(1) | HCP advertising includes essential information compatible with the SmPC and the supply classification | Mandatory fields for prescribing information and classification |
| Article 92(1) and (3) | Promotional documentation states the date drawn up or last revised; quotations are faithfully reproduced with precise sources | Revision dates and source references stored with each version |
| Article 98(2) | The marketing authorisation holder keeps a sample of all advertisements, with the persons addressed, the method of dissemination and the date of first dissemination | Archived final versions with audience, channel and first-use date |
Fact: on 14 October 2026 the reform that repeals Directive 2001/83/EC, procedure 2023/0132(COD), awaits the European Parliament's second reading. The Council position was published on 1 October 2026. Buyers should check the Legislative Observatory for the final act and its application date before contract signature. National codes of practice add further rules per market.
United States
Fact: 21 CFR 314.81(b)(3)(i) requires the applicant to submit specimens of promotional labeling and advertising at the time of initial dissemination or publication, with a completed Form FDA-2253. A DAM that records first-use dates per asset supports this duty.
Fact: 21 CFR Part 11 applies to electronic records kept under FDA record requirements and to records submitted to FDA. Section 11.10(e) requires secure, computer-generated, time-stamped audit trails, and record changes must not obscure previously recorded information. Section 11.50 requires signed records to show the signer's printed name, the date and time and the meaning of the signature. FDA guidance from 2003 states that predicate rules decide which records fall under Part 11, so the quality team decides whether the DAM holds Part 11 records.
Where MLR review lives
The first architecture decision in a pharma DAM selection is which system holds the MLR approval record. Three patterns occur in practice:
- The DAM runs MLR review: one system, but the DAM's workflow, audit trail and electronic signatures then need validation.
- A dedicated promotional review system holds the approval, and the DAM stores and distributes approved finals with the job code as the link.
- Hybrid: review happens in the review system and the DAM manages work-in-progress creative, final storage, expiry and distribution.
DAMSelection assessment: pattern 2 is the most common in companies that already run a promotional review system. The DAM then needs a dependable integration, expiry enforcement and an audit trail of distribution, and it carries less validation burden. Pattern 1 suits smaller life sciences companies without a review system, provided the vendor can supply validation documentation.
Fit criteria and weights
Pharma and life sciences buyers should weight workflow, compliance evidence and metadata control highest. The table uses the twelve DAMSelection scoring criteria; adjust the weights to the review pattern you chose.
| Criterion | Weight (DAMSelection assessment) | What to look for |
|---|---|---|
| Workflow and approvals | 18 | Multi-stage review, job codes, re-certification triggers |
| Security, hosting and compliance | 14 | Audit trail export, validation documentation, EU hosting |
| Metadata and taxonomy flexibility | 12 | Market, audience, SmPC version and claim fields with mandatory rules |
| Rights and licence management | 10 | Expiry enforcement, KOL and patient consent records |
| API and extensibility | 8 | Webhooks and APIs for the review system and CRM |
| Brand portal and sharing | 7 | Separate HCP, affiliate and agency portals |
| Search and AI discovery | 6 | Search by claim, market and expiry status |
| Distribution and CDN | 6 | Expired assets withdrawn from every delivery URL |
| Administration and total cost profile | 6 | Validation and re-validation effort per release |
| Asset ingestion and processing | 5 | Video, PDF and print-ready files |
| Creative tool integration | 5 | Agency work-in-progress handover |
| PIM integration depth | 3 | Relevant for consumer health and OTC ranges |
| Total | 100 |

Scenarios to script
Pharma demos should test expiry, approval evidence and market control on your own assets. DAMSelection assessment: generic vendor demos carry no selection value here, because every vendor shows a review workflow. Generate the scripts with the Demo Script Generator.
Scenario 1: SmPC update and expiry cascade
Load 60 assets for one product across Germany, the Netherlands and France, linked to SmPC version 4. Announce that version 5 replaces it. Ask the vendor to find every affected asset within three filters, expire them at a set date, notify asset owners and show that expired assets stop resolving on portal and delivery URLs. Ask for the audit trail export afterwards.
Scenario 2: Approved final arrives from the review system
Push an approved detail aid with job code, approval date and expiry date from the review system through the API. Ask the vendor to lock the file, publish it to the German HCP portal only, record the date of first dissemination and show the signature manifestation fields if the DAM holds the approval.
Scenario 3: Affiliate adaptation
An affiliate in France adapts the core asset with a local claim. Ask the vendor to show the derivative linked to its parent, the trigger for local re-review and the stored sample record with audience, channel and first-use date.
Integrations
A pharma DAM sits between the promotional review system, the commercial channels and the regulatory record of product information. Check each integration in the demo with real job codes.
| System | What flows | Test |
|---|---|---|
| Promotional review (MLR) system | Approved finals, job codes, expiry dates | Expiry change in one system reaches the other |
| CRM and closed-loop marketing | Rep-delivered HCP content | Expired content disappears from rep devices |
| Web CMS and HCP portals | Approved renditions | Audience gating per market |
| Regulatory information management | SmPC versions per market | SmPC change flags linked assets |
| Packaging artwork workflow | Artwork and labelling files | Version link between artwork and pack shot |
| Identity provider | SSO and user lifecycle | Leavers lose access the same day |
For consumer health ranges sold through retail, check PIM integration depth as well.
Pitfalls
Pharma DAM projects fail most often on expiry enforcement and on unclear ownership of the approval record. Five pitfalls recur in DAMSelection practice:
- Expired assets stay live on CDN links, embedded web pages and rep devices after the DAM status changes.
- The team treats a DAM approval step as MLR approval without validating it.
- HCP and public content share one portal with one permission set, which breaks the Article 88 separation.
- Job codes are typed by hand, so the link between the DAM and the review system breaks.
- Validation effort per vendor release is missing from the total cost of ownership model.

Frequently asked
Does a pharma DAM need to be 21 CFR Part 11 compliant?
A pharma DAM needs Part 11 controls only for records that FDA predicate rules require or that are submitted to FDA. When the DAM holds approval signatures or required records, audit trails and signature manifestations apply. When a separate review system holds the approval, the DAM still needs a dependable audit trail, and the quality team documents the decision.
Can a DAM replace an MLR review system?
A DAM can run MLR review when its workflow supports multi-stage review, electronic signatures, claim references and validation documentation. DAMSelection assessment: this suits smaller companies without an existing review system. Larger companies usually keep a dedicated review system and integrate the DAM by job code.
How should a DAM handle expiry of promotional materials?
A DAM should hold an expiry or re-certification date as a mandatory field and act on it automatically. On expiry the asset leaves every portal, share link and delivery URL, owners receive notice and an archived copy stays available for the regulator. Test this on delivery URLs as well as inside the DAM.
What metadata does a pharma DAM need?
A pharma DAM needs product, indication, market, language, audience, supply classification, job code, approval date, date of first dissemination, expiry date, claim IDs and SmPC version. Build it in the [Metadata Model Builder](/dam/tools/metadata-model-builder/) and make the compliance fields mandatory at upload.
